Building permit

If you are considering building, expanding or renovating a dwelling house or a holiday house or another edifice or altering the intended use of an edifice or its part, you are obliged to apply for a building permit. A building permit is needed when you are performing:

1. Construction of a new edifice:
  • Detached house
  • Other type of residential building
  • Holiday house
  • Garage, warehouse or other outbuilding

Areas in local detailed plan and detailed shore plan, areas in local master plan, as well as shore areas:

  • Ordinarily designed holiday house, grill shelter, shed, warehouse, waste enclosure or shelter, terrace or other equivalent ordinarily designed yard structure accordingly:
    • Construction area of more than 20 m² and maximum of 40 m²
    • Structure with a permanent hearth

2.  Expansion of:

  • Detached house 
  • Other type of residential building
  • Holiday house
  • Garage, warehouse or other outbuilding

3. Alteration of intended use:

Building permit is needed for a considerable alteration of intended use of a structure or its part.

For example:

  • Alternating outbuilding into a residential building
  • Alternating holiday house into a permanent residential building

4. Renovation, other alteration

Building permit is required for such alternation or renovation which is equivalent to:

  • construction of an edifice
  • expanding of an edifice
  • increasing gross floor area of an edifice

5. Buiding hearth and flue

Construction of a hearth and flue should be based on a plan by a qualified designer, which has to be presented with the building permit.

6. Renewal of the HEPAC systems (heating, plumbing and air-conditioning)

A building permit is needed if there is a case of:

  • Complete or partial renewal of the HEPAC systems of an apartment block or a row house
  • Complete renewal of the HEPAC systems of a detached house or a duplex

Renewal of the HEPAC system should be based on a plan by a qualified designer who fulfills the  requirements of part A2 of the National Building Code of Finland.
